This rule that nobody can be prosperous on another's loss had been a moral rule that find its way in the legal system. The entrance of this rule into the legal system was due to the lack of specific solution in the quarrels that occurs between demanding and demanded. And the demanded hasn’t done any fault but it was unfairly on the loss of wealthy demanding. The moral and fair foundation of this rule caused this rule to be accepted in most of the legal systems. Although In Egyptian and Iranian law there is no source for accepting this rule but for confirmation of this law some lawyers have used the foreign and Islamic Law. Finally, development of main characters in Savushun is critically studied. The findings show that all elements of the story are interrelated including plot, action,   character, dialogue, crisis, time and space. Action and character are more important elements. In one hand, the writer has tried to analyze the various aspects of characters in the novel of Suvushun. In the other hand, the relationships of other elements of the story are highlighted such as dialogue, time, space and scene and etc and realism and idealism are discussed because it is evident that the writer believes in characters “Yusof” and “Zari” and etc.  Savushun is a combination of idealism and realism, yesterday and tomorrow so this helps its mystery, non-limited and mythology nature. Hence, some critics hold that it is sociologic. Some claims that it is historical and others say it is political. It is seen from different angles so it appears in different colors. However, its internal integrity and general order and coordination denote its unique result. A system of different cities with differing sizes defines a function of cities' sizes distribution relating to itself where the urban economy deals with its characteristics. Urban development takes place in countries commonly in the form of existing cities growth, creation of new cities or both. Urban development is influenced by different factors like economic factors. In fact there is a bilateral affecting and being affected relation of the urban development and the economic growth that can be delineated interactively between the city and the economy. The growth of the cities' sizes has a spatial pattern, in the sense that the growth of any city is affected by the neighboring cities' sizes growth. The border economy without paying attention to the urban economy and planning has resulted in the midterm growth whose negative consequences have contributed to the stagnation of this type of the economy and disorder in the symmetrical expansion of the cities. The border city of Baneh has been experiencing a border economy trend in recent years, i.e. since 1996 where it has economic, political and social as well as cultural repercussions.
